Anyone with the public verification key can verify the integrity of a Catalyst agent execution. The public key, distribution of records, and the verification protocol allow external parties like auditors or regulators to independently check the signed step chain. Verification confirms the record hasn’t been tampered with, but does not attest to the agent’s decision quality or that all relevant steps were captured.
