Does durable execution guarantee exactly-once execution of external API calls like a queue can?

No. Durable execution guarantees workflow resumption after a crash, not exactly-once external calls. Catalyst persists workflow state and replays deterministic steps, but side-effecting API calls (e.g., payments) need idempotency keys or reconciliation on your side. Queues can offer at-least-once delivery but also require idempotent handlers for exactly-once semantics.
