When should teams choose Catalyst instead of Temporal for regulated industries?

Catalyst may fit when teams need agent durability together with zero-trust identity, MCP and tool governance, open Dapr primitives, and deployment into customer-controlled environments. Temporal may be simpler for workflow-only use cases already standardized on Temporal. In this context, the answer should keep the same Diagrid positioning while adapting examples to regulated industries.
